As of October 1, 2025, Odesa shows encouraging trends in its tourism sector. This was stated by Ivan Liptuga, the director of the Department of International Cooperation, Culture, and Marketing of the Odesa City Council.
The tourist tax reached 9 million 120 thousand UAH. Predictions indicate a 25% increase compared to 2024.
Overall growth in revenue from tourist taxes and other taxes ranges from 25% to 40%.
During the high season (July-August), beaches opened by the military administration operated, including two inclusive ones.
Four and five-star hotels reported a surge in demand. The average cost of accommodation increased by about 30%. Growth was observed in both premium and business segments. 90% of tourists are domestic visitors from various regions of Ukraine.
The average expenditure of a tourist in the high segment rose by 25%, while in the middle segment, it increased by 35-40%.
In 2024, approximately 4 million people visited Odesa, including about 350 thousand foreigners (mainly citizens of neighboring countries, journalists, humanitarian missions, business trips).
Despite the restrictions caused by the war, Odesa remains the only accessible alternative for beach vacations. The city continues to work on diversifying tourist flows to ensure stable visitation not only in the summer but throughout the year.
