On December 12, 2024, the City Tripartite Social-Economic Council held its next meeting.

Participants included: Deputy Mayor of Odessa Pavlo Vugelman, Head of the Odessa Region Trade Union Federation Vyacheslav Buratynsky, and Head of the Odessa Employers' Organization Yevhen Drozd, along with department heads and industry union leaders.

The agenda included discussions on relevant urban development issues:

- implementation of the construction project for electrical stations based on cogeneration units to ensure energy security;

- progress on the City Target Program providing non-repayable financial assistance to homeowners' associations in Odessa under the “Enerhodim” energy modernization support program;

- organization of career guidance activities in community-owned educational institutions.

Economic stability is a crucial factor today.

Valeriy Ivanov, Director of the municipal heat supply company, informed the attendees about measures to ensure energy security under martial law. He noted that in 2023, a Memorandum was signed between the Odessa City Council and the UN regarding energy security through the establishment of a distributed generation system based on nine gas piston cogeneration units (GCU) that will ensure stable operation of heating plants and water supply pumping stations.

The first two units have already been received, and installation work is ongoing at the heating plants with connections to gas, electrical, and thermal networks.

“This project will help Odessa become more resilient to energy challenges faced by residents, especially during previous blackouts”, the speaker emphasized.

Maria Lisnichenko, Deputy Head of the Tariff Policy Department, informed those present about the progress of the “Enerhodim” program aimed at providing financial support to homeowners' associations for energy efficiency measures.

In 2024, 11 homeowners' associations received non-repayable financial assistance from the Odessa city budget totaling over 3.7 million UAH. Implementation of this program will continue in 2025.

Stable economic conditions ensure quality employment, including for young people. The Department of Education and Science presented information on career guidance initiatives for students.

The concluding part of the meeting was dedicated to the Council's work plans for the upcoming 2025 year.
