During the fourth Ukraine Recovery Conference (URC2025), Ukraine signed agreements worth over €75 million in the healthcare sector.

This was reported by the Minister of Health, Viktor Lyashko.

Funding for Healthcare at URC2025

“Seven agreements worth over €75 million – this is the result of the first day of URC2025 for Ukraine's healthcare system,” Lyashko noted.

He emphasized that the Ministry of Health's team reached strategic agreements with international partners, including grants, concessional loans, investments, and technical assistance.

These funds will be directed towards project implementation in line with the priorities of the Healthcare System Development Strategy until 2030.

Key signed agreements include:

  • €31 million – for long-term projects with Enabel, which will cover hospital modernization, rehabilitation, telemedicine, and training for medical teams.

  • €30 million – concessional loan from the Italian government intended for the construction of a regional children's hospital in Odesa.

  • €11.5 million – a new joint project of the EU, Enabel, and WHO aimed at supporting the transformation of the healthcare system in Ukraine.

  • €620,000 – memorandum between Lviv City Council and the Lithuanian government for creating a mental rehabilitation space for veterans.

Investments in Medical Infrastructure and Pharmaceutical Production

In addition to the aforementioned agreements, several other important documents were signed.

In particular, memorandums were established with Expertise France and Enabel regarding the restoration of medical infrastructure and training of qualified personnel.

A joint statement was also signed with the Council of Europe Development Bank to support the All-Ukrainian Center for Motherhood and Childhood.

Investment agreements were reached for the localization of pharmaceutical and biotechnology production within Ukraine.

Additionally, a memorandum was signed with Ellipse Projects SAS aimed at collaborating on the reconstruction and modernization of medical infrastructure.
