The Ukrainian Parliament has endorsed the draft law for the creation of Cyber Forces within the Armed Forces in the first reading, gaining support from 255 votes.
Draft law №12349 proposes the establishment of Cyber Forces as a military management body authorized to recruit civilian specialists (cyber reservists) during cyber defense operations.
The initiative outlines the legal framework and operational principles for the Cyber Forces, tasked with defending Ukraine's cybersecurity and protecting its sovereignty and territorial integrity in cyberspace.
The Cyber Forces will organize regular training and coordination for cyber reservists to build a resilient intellectual capacity among motivated citizens of Ukraine.
The status of a cyber reservist does not require mandatory military service for involvement in the Cyber Forces, and can be periodic and temporary, based on the individual's skills and motivation.
Key objectives for the Cyber Forces of the Armed Forces will include enhancing and effectively utilizing cyber defense capabilities, gaining a military advantage over adversaries, and undermining their capabilities through operations in the electromagnetic spectrum and cyberspace.
