The Verkhovna Rada has passed a significant resolution regarding the continuity of local government operations in Ukraine amid military aggression from Russia. Legislative initiative No. 14031 was supported by 308 votes.
The document states that organizing and conducting local elections in compliance with national law and European democratic standards is impossible during military hostilities.
It is emphasized that the responsibility for the inability to timely organize elections lies with the aggressor – the Russian Federation.
Moreover, it is stressed that the stable functioning of local government bodies is a necessary condition for maintaining law and order, national security, and the well-being of communities.
The resolution confirms that elected village, settlement, city, and district councils, as well as their heads, continue to perform their duties until the next elections.
Following the cessation of armed aggression, decisions regarding local elections will be made in accordance with the Constitution of Ukraine.
Members of parliament call on the international community to support the continuity of local government operations in Ukraine during the war.
It is worth noting that on August 18, President Volodymyr Zelensky, during a meeting with President Donald Trump, expressed readiness to hold elections after the end of the war.
