According to a recent study by Google in February 2025, children in Ukraine start actively using the internet as early as five years old, spending at least one hour online each day. For teenagers, this figure is even higher — 79% spend over three hours online daily. Such a significant presence of children in the digital space demands special attention to their safety.
To combat cyberbullying, fraud, and unwanted content, Ukraine has launched the «Safer Internet Center». This initiative has been implemented by the NGOs «Magnolia», «La Strada-Ukraine», and «Docudays».
The Center operates in three main areas:
Hotline StopCrime
This hotline accepts reports concerning online sexual violence against children, aiding in blocking and investigating such content, and collaborates with the international network INHOPE. The StopCrime project is supported by the Ministry of Digital Transformation of Ukraine, Diya.Education, and the Cyber Police Department of the National Police of Ukraine to fight against online violence towards children and assist in investigating such crimes.
Support Line for Children and Youth 116111
This national hotline provides psychological and legal assistance to children who have fallen victim to online violence or encountered other internet threats.
Awareness Activities
The Center conducts informational campaigns for children, parents, educators, law enforcement, and anyone interested in learning more about digital hygiene.
Safer Internet Centers are a common practice in EU countries and are supported within the Insafe network and the Better Internet for Kids strategy. The Ministry of Digital Transformation collaborates with European partners to create a safe space for children in the digital environment and provide new opportunities to protect citizens' rights online, available in most EU countries and now implemented in Ukraine.
