The National Council for Barrier-Free Access held its inaugural meeting featuring First Lady Olena Zelenska, government leaders, embassy representatives, and business stakeholders, discussing key projects in the realm of accessibility.

Starting in 2023, all government websites and mobile applications must meet modern accessibility standards, allowing individuals with disabilities to comfortably use digital services. To assist government entities in implementing these standards, a Center for Digital Accessibility was established in August 2024 based on the Diia platform with UNDP support, offering training, consulting, and auditing of government sites.

Access to digital education is another priority. The Diia.Education platform currently hosts over 200 educational series with subtitles in Ukrainian and English. Special attention has been given to courses on digital accessibility: «Web Accessibility» and «Barrier-Free Literacy». Additionally, 20 courses have been translated into sign language, and all images on the platform come with alternative descriptions for individuals with visual impairments.

To enshrine digital accessibility at the legislative level, the Ministry of Digital Transformation is preparing a draft law on «Digital Accessibility», which will outline clear rules and responsible parties for ensuring accessibility across all sectors. This document is expected to be submitted to the Verkhovna Rada for consideration by the end of 2025.

Barrier-free access is also crucial in administrative service centers (ASC). Over the past two years, the level of adaptation for individuals with disabilities in ASCs has increased by 16%. Today, ASCs are equipped with technologies to serve visitors with visual and hearing impairments, comfortable spaces for the elderly and families with children, an electronic queue, and consultations on online services. In 2025-2026, the Ministry plans to launch the flagship project «Barrier-Free ASC» to make administrative services even more accessible.

Digital accessibility is not just about technology; it also embodies respect, comfort, and equal opportunities for everyone. The Ministry, alongside its partners, continues to work towards ensuring that digital services are convenient and inclusive.

Initiated by the First Lady of Ukraine, Olena Zelenska, the National Strategy for Creating a Barrier-Free Environment in Ukraine until 2030 has been approved.
