As of April 1, a new law has taken effect in Ukraine that regulates the advertising and sponsorship of gambling activities. However, currently, only certain provisions of the law have been implemented.
This is reported by dev.ua.
According to the document, a new governing body for the gambling industry has been established — "PlayCity," which will replace the KRAIL, which is being dissolved. Instead of regular inspections, controlled play is introduced, along with restrictions on access to illegal gambling websites and applications.
Advertising for gambling is strictly prohibited, with a few exceptions:
- on television and radio during nighttime hours (from 11:00 PM to 6:00 AM);
- in media intended for individuals over 21 years old;
- on platforms and search engines targeting audiences over 21 years old.
Sponsorship is banned, except for sports sponsorship.
Offering free bonuses, participation of military personnel, volunteers, and celebrities in advertising, as well as using military themes, is also prohibited.
The law provides for the blocking of illegal websites, tightening requirements for game organizers, and banning licensing for individuals with tax debts. Gambling transactions can only be conducted in cash through bank accounts.
Lotteries are also subject to most of the gambling business restrictions. The law sets requirements for the reputations of officials, tax debts, and limits connections with the aggressor country.
Limits on spending and playtime have been established, as well as mandatory breaks and "mystery shopping" during inspections with video recording. Accepting bets on credit is prohibited.
The law No. 4116-IX, signed by President Volodymyr Zelensky, also imposes restrictions on online casinos, and the decision of the National Security and Defense Council regarding this will come into effect on April 20, 2024.
Reminder:
President Volodymyr Zelensky has signed bill No. 9256-d aimed at strengthening control in the gambling market.
The procedure for liquidating the Gambling and Lottery Regulation Commission will begin on April 1.
