Ukraine's external funding needs for 2025 have been completely fulfilled.

This was announced by Ukraine's Minister of Finance, Serhiy Marchenko.

"This year, budget support from key partners amounts to $16.8 billion. Thanks to our coordinated efforts, the funding needs for this year have been fully satisfied," he stated.

He also emphasized that Ukraine must remain financially prepared for any eventualities.

"In 2026, international support will continue to be critically important for maintaining financial stability, recovering the economy, and attracting foreign investments," Marchenko added.

The external funding requirement for 2025 is estimated at $39.3 billion.

Additionally, Marchenko reported that due to rising domestic revenues and stable funding, the country is gradually reducing its budget deficit.

"According to the results of the first quarter of 2025, the revenues of the general fund of the state budget increased by $1 billion compared to the same period in 2024," the statement said.

Moreover, thanks to the issuance of government bonds, the budget has already attracted $3 billion in 2025. The budget deficit is projected to decrease to 19.4% of GDP in 2025 from 24% in 2024.
