The members of the Odessa City Council have reached out to the Parliament and the Cabinet of Ministers of Ukraine, requesting urgent legislative action regarding compensation for damaged property under the «eRecovery» program for residents of historic buildings.
Apartment owners in these historic buildings are entitled to compensation for damages according to Ukraine's current legislation.
However, providing compensation to residents of such buildings through the «eRecovery» electronic system is complicated by certain legislative restrictions:
Firstly, the Cabinet of Ministers' resolution states that compensation does not cover cultural heritage sites, complicating the documentation of damages and the ability to secure compensation.
Secondly, another resolution fails to outline the compensation process, leading to technical delays in granting permits for necessary works.
Throughout 2024, the Odessa executive committee has appealed to relevant ministries twice for amendments to existing resolutions.
Unfortunately, the issue of compensation for owners of cultural heritage properties remains unresolved.
Odessa City Council members have once again urged central authorities to urgently address this issue.
