The Ministry of Health of Ukraine has released a new list of medications and medical products eligible for reimbursement — meaning they can be obtained at pharmacies for free or with a partial payment through electronic prescriptions as part of the Medical Guarantee Program. This update to the «Affordable Medicines» program is a significant step in the Government's action plan.
The order «On Approval of Lists of Medications and Medical Products Eligible for Reimbursement under the State Guarantees of Medical Services Program, as of August 28, 2025» will take effect on September 30.
85 new medications have been added to the «Affordable Medicines» program, categorized as follows:
- Pregnancy and childbirth — 3 medications;
- Thyroid diseases — 6 medications;
- Glaucoma — 8 medications;
- Childhood diseases — 5 medications;
- Other chronic diseases — 61 medications for cardiovascular, respiratory, metabolic, psychiatric, and neurological disorders.
The updated list includes medications with the following INNs: indapamide, latanoprost, levothyroxine, methyldopa, timolol, torasemide, folic acid.
Thus, the reimbursement program now contains 705 items! The expanded list includes:
- 595 medications
- 38 types of insulin
- 30 combined medications
- 42 glucose test strips
From now on, the reimbursement program «Affordable Medicines» covers the following areas: cardiovascular and cerebrovascular diseases, diabetes (both types) — including insulin, chronic lower respiratory diseases, mental health disorders, epilepsy, Parkinson's disease, medications for post-transplant patients, pain management and palliative care, endocrine disorders, metabolic, autoimmune and inflammatory diseases, glaucoma, migraines, childhood illnesses, and treatment for pregnant women and new mothers, as well as medical devices for monitoring blood sugar levels in type 1 diabetes patients.
How to use the reimbursement program?
- Consult with a doctor to obtain an electronic prescription.
- Visit a pharmacy marked «Here are Affordable Medicines».
- Receive medications for free or with a partial payment using the e-prescription.
Remember, starting July 1, 2025, the «Affordable Medicines» program should be operational in every pharmacy in Ukraine.
What to do if a pharmacy refuses you?
If the pharmacy does not have a contract with the National Health Service of Ukraine — report to the Ministry of Health’s hotline at 0800 505 201. Your complaint will be sent to the State Service of Medicines for further investigation. If the pharmacy has a contract but refuses to provide the Affordable Medicines with an e-prescription — inform the National Health Service of Ukraine (contact center: 16-77). Also, note that according to the Reimbursement Procedure, the sale of medications and medical products included in the program, as well as purchased before the approval date of the updated lists by the Ministry of Health, is allowed at previous prices for 30 calendar days from the moment their action begins.
