The Ministry of Digital Transformation of Ukraine has announced a collaboration with ElevenLabs, a global leader in voice technology. This partnership aims to integrate voice interfaces into public services, as stated by Minister Mykhailo Fedorov during IT Arena 2025.
"The future belongs to agentive states. Ukraine is moving towards a format where interaction with the government is reduced to a single request or voice message. Partnering with ElevenLabs gives our digital services a human voice, making them more accessible to everyone. We have proven our capacity for large-scale innovations, and this collaboration will accelerate our transition to a proactive, agentive state where artificial intelligence genuinely eases citizens' lives," said Fedorov.
ElevenLabs' voice technology is already employed for the digital twin of Mykhailo Fedorov, which operates as a chatbot on Telegram. This twin recognizes voice messages and responds in the same format.
"Together with the Ministry of Digital Transformation of Ukraine, we provide digital services with a clear human voice, starting with the digital twin of Minister Fedorov and eventually expanding this to Diia and other tools. Our goal is simple: to make public services in Ukraine faster and more accessible for everyone," said Mati Stanishevsky, co-founder and CEO of ElevenLabs.
Voice technologies from ElevenLabs will also enhance other public services. Plans include integrating voice AI on the Diia portal and app, as well as innovating educational platforms by incorporating voice features into state educational applications.
Simultaneously, the capabilities of voice AI are set to be implemented in the internal tools of the Ministry of Digital Transformation, particularly for onboarding and HR team operations.
