Operators and providers are now allowed to book all workers from construction teams that are laying down internet networks resistant to power outages using xPON technology. This will ensure that Ukrainians stay connected and critical enterprises continue to operate smoothly.

Following discussions with operators, providers, and relevant associations, the Ministry of Digital Transformation proposed amendments to Resolution No. 76 regarding the booking of workers, which were approved by the Government today.

To book construction workers, a company must:

– be listed by the Ministry of Digital Transformation as a critical enterprise involved in building xPON networks;

– actively construct xPON networks and have construction plans for at least the next calendar year.

Mobile operators will also be able to book teams that build energy-resistant networks on highways and national roads.

Booking of construction teams will occur through the Diia application, similar to emergency recovery bookings. The Ministry of Digital Transformation will compile a list of these enterprises and is currently working on the conditions for their inclusion. If a provider or operator fails to meet construction plans, they will be removed from the list, and the booking of workers will be canceled.

The purpose of booking specialists is:

– state institutions and enterprises critical for the economy and defense capability will operate without delays;

– an additional 1 million families will gain access to stable internet, allowing them to utilize government services, call emergency services, and stay in touch with loved ones;

– conditions for remote learning for students will improve.

Building resilient telecom networks is not just about convenient internet; it is also about national security. The enemy seeks to disrupt our communication, and the state is doing everything possible to maintain stable connections despite the challenges. Developing energy-independent networks is a key point in the strategy for electronic communications development by 2030.
