The revised Statute of the Territorial Community of Odesa serves as the foundation for local self-government, holding the highest legal authority among local regulatory acts.
It also reflects the national, social, and economic characteristics that influence the functioning of the community, addressing issues not regulated by other legislative acts.
In recent years, significant changes have occurred in all sectors of life in Odesa, necessitating appropriate reflection in the Statute.
On the initiative of Mayor Gennadiy Trukhanov, a new version of this important document has been developed over the course of three years.
The development process took place in several stages:
Preparation
Analysis of the existing text, identification of shortcomings, and preparation of the new version of the Statute of the Territorial Community of Odesa.
Publication of the new project version, collection of comments, and their processing to create an improved edition.
Public Discussion
Conducting open consultations in an online format, collecting proposals and remarks.
Reprocessing the received comments, their systematization, and analysis by the working group.
Finalization of the text – preparation of the completed version for approval.
Main goals of the new Statute version:
- Harmonization of local self-government with the requirements of the Constitution and legislation of Ukraine;
- Regulation of citizen participation in local decision-making (public hearings, initiatives, electronic petitions);
- Ensuring accountability of officials to the community;
- Improving the transparency of executive bodies;
- Considering the cultural and socio-economic characteristics of Odesa as a European city.
The adoption of the updated Statute will contribute to creating a legal document that is accessible and understandable for citizens, laying the groundwork for the development of local self-government in Odesa.
The next step will be submitting the document to the Odesa City Council for consideration.
