“Dear Odesa Residents!

As of 12:00 PM on October 3, 2025, according to the latest reports, 9 people have died due to the storm in Odesa, including one child, and 3 others have been injured.

I have signed a decree to provide financial assistance of 100,000 UAH to the families of the deceased. Investigations are underway regarding the other two individuals whose bodies were found, with preliminary indications suggesting their deaths were from different causes.

A total of 868 buildings have been damaged, including:

  • 286 — private homes,
  • 582 — apartment buildings, affecting 723 apartments.

Currently, 701 buildings have been inspected — that’s 75% of the total. Water removal is still needed for 30 buildings, including 14 private homes. There is a requirement to replace 70 gas boilers of various models. Preliminary estimates indicate that total expenses will exceed 130 million UAH. Our staff are working on-site.

Residents can also contact their district administration for assistance in applying for financial support from the city budget:

  • for apartments — up to 87,500 UAH,
  • for private homes — up to 190,000 UAH.

We have reached out to central government authorities, and with their support, the amount of assistance will be increased.

220 households remain without electricity, including 203 apartments. The transportation infrastructure is mostly operating as usual. Tram No. 20 is not running due to damaged tracks. Trams No. 1 and No. 7 are operating on altered routes.

Educational institutions are functioning in-person, except for 8 schools that have switched to remote learning and two kindergartens.

Medical facilities are operating normally.

160 resilience points have been opened. Since their opening, a total of 270 visits have been recorded.

Utility services continue to address the aftermath of the storm: removing branches and trees, restoring roads, and drying basements. In the morning, 78 units of equipment and over 800 personnel are in operation. In the Kyiv district, more than 230 cubic meters of household and construction waste have been removed.

Work will continue without interruption or weekends. Preliminary evaluations suggest that we will need another two weeks, primarily to address the aftermath in the private sector.
