The majority of funds (≈80% of the budget) will be allocated to healthcare, educational institutions, and other social initiatives.
The second priority is funding for defense forces and the restoration of infrastructure damaged by Russian aggression (over half a billion hryvnias).
Key areas also include support for veterans and internally displaced persons, economic development, job creation, attracting investments, building shelters, improving social services, supporting businesses, and modernizing municipal services.
In 2025, the top priority remains the implementation of state programs «eOselya» and «Affordable Loans 5-7-9» to ensure housing for our citizens. Additionally, the Odesa Regional State Administration will continue its program to compensate 3% annual interest on mortgage loans for defense forces.
For the implementation of regional programs, the draft regional budget for 2025 provides over 630 million hryvnias, including 313.4 million hryvnias for the «Health of Odesa Region» program, 20 million hryvnias for the support of Ukraine's Defenders, and over 41 million hryvnias for the «Social Protection of the Population in Odesa Region» program.
