In the Odesa region, with the support of the European Investment Bank, a new citizen safety center has been launched.

A modern building of the safety center has been opened in the village of Avangard, which will provide quick responses to emergencies for over 36,000 residents and neighboring communities.

This new facility, constructed with wartime conditions in mind, is equipped with contemporary training areas, shelters for staff and the public during air alerts, and will serve as a point for basic humanitarian aid for internally displaced persons.

This facility has been established as part of the "Emergency Credit Program for the Recovery of Ukraine," a joint initiative of the EU and the European Investment Bank.

The program is being implemented in partnership with the Ministry of Restoration, the Ministry of Finance, the Odesa Regional Military Administration, and the Avangard Village Council with technical support from UNDP in Ukraine.

In the Odesa region alone, 28 projects have already been completed or are underway under EIB initiatives, amounting to a total of €48.7 million, aimed at improving the quality of life for residents and internally displaced persons.

Among these are the reconstruction of:

  • 15 educational institutions
  • 7 medical facilities
  • 3 public buildings
  • 2 wastewater treatment facilities
  • 1 heating supply facility

The new safety center in Avangard represents another significant step towards enhancing the resilience of communities in Odesa. Thanks to international support, the region is gaining modern infrastructure necessary to address current challenges.
