On February 26, 2025, an important meeting took place at Odessa's city hall, featuring representatives from the Department of Health of the Odessa City Council, the Southern Interregional Department of the National Health Service of Ukraine (NHSC), and local healthcare institutions.
The head of the Southern Interregional Department of NHSC, Denis Chornyi, emphasized that Odessa region and the city of Odessa lead Ukraine in the number of proposals submitted and contracts signed under the state medical guarantee program.
During the meeting, information on the current funding of medical guarantees was presented, new service packages were discussed, and changes in funding for existing directions were analyzed. This year, the basic rate for primary medical care services has increased from 786.65 UAH to 844.4 UAH. The work with declared patients who have not sought medical assistance for three years was also discussed, along with an analysis across medical facilities.
New working algorithms and funding mechanisms for expert teams assessing the daily functioning of individuals replacing the Medical and Social Expert Commission (MSEC) were also discussed. Special attention was given to mental health services at both inpatient and outpatient levels, as well as community services. New directions for expanded medical assistance to veterans and the extension of the government program for subsidizing medicines, “Affordable Medicines,” were presented.

This has allowed for the stable functioning of the city's healthcare system, ensuring patients receive guaranteed quality medical care and continue the development and modernization of medical facilities.
